David Zwart is a Senior Advisor at the Patriot Group. Prior to retirement, Colonel Zwart served as the United States Property and Fiscal Officer (USPFO) for Nebraska from October 2005 to February 2018 and has over 37 years of military service. In his role as USPFO, Colonel Zwart provided key strategic insight and advice to the Chief, National Guard Bureau (CNGB), National Guard Bureau (NGB) leadership, and the Nebraska Adjutant General (TAG), the Joint Force Headquarters-State (JFHQ), and commanders. He also served as a member of the CNGB’s USPFO Advisory Committee from October 2007 to September 2016, including the last 3 years as Chair. As Chair of the USPFO Advisory Committee, Colonel Zwart was a primary advisory to CNGB and NGB leadership on matters impacting the USPFO community, and federal resources issued to the 54 States, Territories, and the District of Columbia (the 54).
Colonel Zwart completed the Department of Defense Financial Management Certification Program, Level 3, and is a Certified Defense Financial Manager. Colonel Zwart serves as an Adjunct Professor of Law at the University of Nebraska College of Law teaching courses in federal appropriations law and federal contract law. He received his Bachelor of Science degree from the University of South Dakota and his Juris Doctor from the University of Nebraska College of Law, with distinction.
